The constraint is genuine — the contract cannot be renegotiated every quarter — so the answer is to deliver in pieces that are each useful on their own, inside the frame that already exists. Old systems are replaced gradually: a layer in front of the old one, traffic moved across a route at a time, and the original switched off only once nothing is calling it any more. Accessibility and records duties are treated as build-time requirements rather than an audit at the end. Accessibility is tested automatically on every change, and retention and disclosure rules are built into the data itself, so answering an information request is a query rather than a project.
