Public sector delivery fails in a predictable way: a multi-year programme is specified up front, the world changes underneath it, and the first working software appears after the requirements are already wrong. The constraint is real — the procurement frame cannot be renegotiated every quarter — so the answer is to deliver in slices that are independently useful inside the frame you already have. We work to that shape. A vertical slice in production early, behind a flag if necessary, with the measurements to prove it holds. Legacy systems are strangled rather than replaced: an anti-corruption layer in front, traffic moved one route at a time, and the old system retired only when nothing calls it. Accessibility and records obligations are build-time constraints. WCAG conformance is tested in CI rather than audited at the end, and retention and disclosure rules are modelled in the data layer so that responding to a request is a query rather than a project. Typical engagements: legacy strangulation, service integration across departmental boundaries, identity and entitlement systems, and getting a stalled programme to its first production release.
